One of the justifications for public legal education is that it is essential to the rule of law. If people do not know the law and have no reasonable means of finding out about it, they can hardly be expected to comply with it.
Obligation to publish laws
Historically this is reflected in the requirement that laws be published. More recently, the World Justice Project ranks governments on their commitment to the rule of law by including questions on Open Government. The factors measured include whether basic laws and information on legal rights are publicized.
